Each pillar is scored from coverage percentages you can pull from Azure Policy, Defender for Cloud, Advisor and Azure Monitor, then combined with reliability and security carrying the heaviest weight. Orphaned spend is penalised sharply because it is pure waste with no offsetting benefit, so even a few percent drags the cost pillar down hard. A single score makes an Azure estate comparable over time and across subscriptions, and the weakest-pillar output turns that score into one concrete next action instead of a dashboard nobody reads.
