Engineering notation restricts the exponent to multiples of three so it lines up with SI prefixes: kilo, mega, giga, milli, micro and so on. The mantissa then lies between 1 and 1000.

value = a × 10^(3k) with 1 ≤ |a| < 1000
47.500 × 10³, that is 47.5 kilo-units.
Scientific notation would give 4.75 × 10⁴. Engineering notation prefers 10³ so the value maps onto the kilo prefix.
