Honor roll eligibility has two independent tests and failing either disqualifies you regardless of the other. The GPA threshold is the obvious one, typically 3.5 for honor roll and around 3.85 for high honors. The minimum credit load is the requirement students overlook: most institutions require a full-time load, commonly twelve credits, precisely so that a student cannot secure honours by taking one easy course. Expressing the gap to the next tier in quality points rather than GPA is more actionable, since points are what an individual course grade actually moves.

To prevent gaming. Without it a student could register for a single straightforward course, score an A, and claim a 4.0 term. Requiring a full-time load means the GPA reflects performance across a normal workload, which is what the recognition is meant to signal.
Usually they count toward the credit minimum but not the GPA, though rules vary. That can help or hurt: it keeps you credit-eligible while removing a course from the GPA calculation, which is an advantage if that course would have pulled the average down.
