Each transport characteristic is normalised onto its own weighted band against thresholds real-time services actually need, then summed. Loss is weighted most aggressively per unit because a fraction of a percent is enough to make voice and video unusable even when bandwidth is abundant. New services fail on jitter and loss far more often than on bandwidth, so an assessment that only checks megabits gives false confidence before a rollout.
