Paging load per shift, not per week, is what an individual experiences. The threshold that matters is night pages: one or two per week-long shift is tolerable, while five or more guarantees sleep disruption and drives attrition. Growing the rota spreads the load but does not reduce it, so alert volume has to come down first.

Google's SRE book suggests no more than about two incidents per 12-hour shift, so responders have time to investigate properly rather than just acknowledging.
It reduces the frequency any one person is on call but not the total interruption. If pages per shift stay high, every shift is still miserable.
