How it works

Coverage is bounded by the weakest tag, because a resource missing any one mandatory tag cannot be allocated — so reporting the average across tags always looks better than reality. Using the minimum gives an upper bound on genuinely complete tagging and points straight at the tag worth fixing first. Cost allocation, chargeback and anomaly attribution all rest on tags, so a coverage gap silently caps everything built on top of them. Sizing the remediation in hours turns a policy statement into a ticket someone can schedule.

Why is the minimum used rather than the average?

Allocation needs every mandatory tag present on the same resource. If 90% have an owner and 60% have a cost centre, at most 60% can be fully allocated, yet the average of the two reports 75%. The minimum is a true upper bound; the average is a comfortable illusion.
