Availability is run time as a percentage of planned production time, capturing breakdowns and unplanned stops. Performance is actual output against what the ideal cycle time would have produced in that run time, capturing minor stops and reduced speed. Together with quality rate they multiply to give OEE.

Availability % = (planned time - downtime) x 100 / planned time
Performance
Performance % = units x ideal cycle time x 100 / run time
Around 90% availability, 95% performance and 99% quality, giving an OEE near 85%. Discrete manufacturing typically sits at 60-70% OEE.
