Quality rate for OEE counts units that were finally saleable, so reworked units pass. First pass yield counts only units right the first time and is the harsher, more useful improvement measure. The gap between them is exactly the rework burden hidden by conventional quality reporting.

OEE quality rate is about saleable output. That is why FPY should be tracked alongside it — rework consumes capacity and labour that OEE quality rate does not penalise.
