Carrier-based Rhizobium, Azotobacter and PSB inoculants are applied at 5-10 grams per kilogram of seed, made into a thin slurry with jaggery or gum solution so the culture sticks to the seed coat. Total requirement is seed weight x rate; packets are typically 200 g, treating around 20-40 kg of seed each.

Treat with fungicide first, let it dry, then inoculate immediately before sowing — or better, use separate seed lots. Many fungicides kill the inoculant on contact.
Dry it in the shade, never in direct sun, and sow the same day. Heat and sunlight kill the bacteria within hours and the treatment is wasted.
