Effective holidays = total holidays − (weekend holidays − substitute days) A public holiday only creates time off if it lands on a day you would have worked. Some countries grant a substitute weekday when it falls at a weekend and others do not, which is why the effective count differs from the headline number.

The headline holiday count is a poor guide to actual time off, and it varies by several days from year to year depending on where the dates land.
