Choosing a storage tier means adding four things and then allowing for two you cannot control. Photos at around 3.5 MB each and video at roughly 0.35 GB a minute give the media total, apps and offline downloads add to it, and the operating system takes about twelve gigabytes before you install anything. Since storage cannot be upgraded later on most phones, a twenty percent margin over the current requirement is prudent.

Partly. Optimised libraries keep thumbnails locally and fetch originals on demand, which saves a lot of space but requires connectivity and a subscription that grows with the library.
The system partition and preinstalled applications consume roughly ten to fifteen gigabytes, and decimal-to-binary conversion accounts for about seven percent more.
