A weight-for-height chart is just the healthy BMI band converted back into kilograms: multiply 18.5 and 24.9 by height in metres squared. At 1.70 m that gives 53.5 to 72.0 kg, so 78 kg sits about 6 kg above the range. The band is deliberately wide because healthy weight depends on build as well as height.
