A big-brake upgrade is limited by the space between the rotor edge and the inside of the wheel barrel, which is consumed by the calliper body on both sides of centre. Subtracting twice the radial clearance from wheel diameter gives the largest rotor that will physically fit, and the reverse calculation gives the smallest wheel your existing rotor allows.
