Elapsed time is the difference in minutes from midnight, wrapping forward a day if the end is earlier than the start. From 09:15 to 17:45 is 510 minutes, or 8.5 hours. The decimal form matters for payroll, since 8:30 must be entered as 8.5 rather than 8.3 to be paid correctly.

hours = minutes / 60
Because pay is hours times rate, and 8:30 as 8.3 underpays by 12 minutes. The decimal 8.5 gives the correct product.
The calculator adds a day when the end time is earlier than the start, so 22:00 to 06:00 gives eight hours rather than a negative figure.
