Cumulative GPA is total grade points over total credits, so reaching a target means earning enough points on the remaining credits to lift the whole average. Solving that equation for the remaining GPA also reveals when a target has become arithmetically impossible.

Points = target GPA x total credits - current GPA x credits completed
Required GPA
Required = points still needed / credits remaining
Because the target cannot be reached with the credits you have left - the deficit is larger than perfect grades can recover. The maximum achievable figure shows the realistic ceiling.
Only if your institution replaces rather than averages the original grade. Where both count, a retake adds credits and points but dilutes the improvement.
