The Fine-Kinney method multiplies three independently scored factors: probability that the event occurs given exposure, frequency of exposure, and consequence severity. Because the factors multiply, a rare event with catastrophic consequence and a frequent event with minor consequence can rank similarly, which is the method's purpose.
