The theoretical shift maximum is planned run time divided by ideal cycle time. Multiplying by expected overall equipment effectiveness gives a target that accounts for realistic availability, speed and quality losses — a target set at the theoretical maximum is never met and stops being useful.

Slightly above recent actual, so it is demanding but credible. Targets far above demonstrated performance are ignored and destroy the value of the measure.
