Real output is nominal speed multiplied by availability, performance rate and quality rate — the three OEE factors. On a bottling line the constraint is usually the filler, and everything upstream and downstream should be rated 10-20% faster so that accumulation tables can absorb short stops.

So that a brief stop on the labeller or capper is absorbed by accumulation rather than stopping the filler. A balanced-speed line has no recovery capacity and runs at far lower OEE.
65-80% is typical for a multi-SKU line with frequent changeovers; dedicated high-speed lines reach 85-92%. Changeover time is usually the largest single loss.
