Pallet quantity is cases per layer times layers, where layers is the height allowance divided by case height, rounded down. Height limits come from the trailer or container interior, warehouse racking beam spacing and the compression strength of the bottom case.

Layers = floor(maximum load height / case height); cases = layers x cases per layer
Pallet load weight and height must respect racking capacity, forklift rating and transport axle limits. Unstable or overloaded pallets cause serious injuries.
Racking clear height including the pallet, container door height for ground-loading, and the bottom layer's compression strength. Whichever is lowest governs.
It undermines stability and stretch-wrap integrity. Better to change the case count per layer or accept a slightly lower pallet than to ship a broken top tier.
